Behind the Scenes: Israel-Lebanon Ceasefire Deal Based on UN Resolution 1701
Senior Israeli officials revealed that the proposed ceasefire deal with Lebanon is grounded in a renewed implementation of UN Security Council Resolution 1701, which ended the 2006 Lebanon War. Here are the key components of the proposed agreement:
• Ceasefire and Transition Period: An initial ceasefire announcement will be followed by a 60-day transition period.
• Hezbollah Withdrawal: During this phase, Hezbollah would withdraw north of the Litani River and remove heavy weaponry from the Israeli border area.
• Lebanese Army Deployment: Approximately 8,000 Lebanese soldiers would be stationed along the border, joining existing UNIFIL forces.
• IDF Withdrawal: Israeli forces will gradually retreat to the Israeli side of the border.
In addition, Israel submitted a document to the U.S. detailing its conditions for a diplomatic resolution:
• Active Enforcement: Israel requires permission to conduct “active enforcement” even after a ceasefire, to prevent Hezbollah from rearming or rebuilding military infrastructure near the border.
• U.S. Assurances: Although this condition may not be part of the formal agreement with Lebanon, Israel is requesting a letter from the Biden administration that ensures U.S. support for Israel’s ongoing enforcement.
